When you place a military headquarters focused on one continent on a different continent because the former one said no, rather than just shutter the idea; clearly good guy behavior
not because they’ve said now, Morocco last month asked for AFRICOM headquarters to be moved in Moroccan territories, but it was refused because that would be too expensive and not worth it.
