I would be absolutely astonished if China agreed to anything of the sort, and if they did I will be equally shocked if they followed through.
China has more to gain than lose, they’ve got excess fertilizer which is now export restricted and rising in price equal in proportion to the cost of fuel. They have sat back and rubbed their greedy disgusting hands together for years while everyone around them shot themselves in the foot, why change now?
