Because you seem to think that Palestinian integration into Israel is a possibility while in reality the Israelis would violently refuse to allow such a thing. This is really a central issue in the 80 year conflict - the demand by the Palestinians has always been the “right to return”. Israel is concerned with the demographic consequences - they are committed to remaining a Jewish state, an ethnostate.
