Yeah the “trade group” mentioned is the American Trucking Association, members are all companies (see “Member Types” at https://www.trucking.org/join-american-trucking-associations) so like you said, this is just corporations wanting to pay drivers less and probably do union busting and such.
Of course it sucks for the workers who have been on these visas. And people from Latin America deserve to be able to get jobs in the US that are good paying since they are the subjects of US imperialism. But I feel like it isn’t crazy hard to find people to drive trucks.
Also the language used by the State Department to justify it is gross white supremacist nonsense.
