They’ll do what Russia is doing, they’ll draft enemy party members (Dems, leftists), criminals, immigrants, they’ll eventually kidnap people and drag them to the front lines, beating people on the front lines and post videos to demoralize potential deserters, etc
I don’t know if much would shake the population of this country awake at this point. But conscription might be one of the few remaining actions that actually might do it, it may not but people do not like drafts overall
