A lot of aquifers have really long recharge times or are fossil aquifers, meaning that they no longer refill, so the total amount of available freshwater is probably declining.
i mean this is true but it’s still a management question, farmers have known for decades they were draining aquifers from heaps to grains faster than they could refill but doing anything else would effect profits

For sure, but this has been exacerbated by policy choices like the water rights system and crop subsidies.
