Because the Iranian gov’t occupies specific buildings, in a specific city,
whereas the Houthis … never had a capital-city, let-alone a palace,
it can’t map honestly.

there was a huge naval buildup in the Caribbean before Maduro’s kidnapping which included the carrier USS Gerald Ford. And regime change was not accomplished. The Chavista government is still in place.
The IRGC has been preparing for Tehran to fall for decades and has an official doctrine, called the Mosaic Doctrine, to guarantee continuity in the event Tehran is erased from the map. They trained the Houthis.
The Trump regime is the Trump regime: were he removed ( won’t happen in next 3.5y ), then even if it were still the Republicans running the country, it’d have been regime-change.
Maduro’s regime is gone.
What the replacement Chavista gov’t is, is still being sorted-out, but it’s a different regime, is my point.
I hadn’t known that the Iranian gov’t had in-place plan to prevent the Iranian people from ever earning their-own government, but … I shouldn’t have been surprised by that.
