Looking backwards to the past, things are described as “oh there were German partisans who were fighting Nazis inside Germany” but we’re not often shown all the incidents of individuals or very small groups working completely alone without any idea of other groups existence that must have been happening before larger scale coordination happened and what is described as a “group” was built.
