    It was actually Pennsylvania that had the emancipation law. When George Washington was president, Philadelphia was the temporary capital, as Washington D.C. was still being built. If you watch the John Adams miniseries from HBO, you can see the moment Adams moves into the White House while it is still being built (by slaves of course).

      Ah… That makes sense. I thought it was in Maryland, misremembered it. Looking into it, it was six months or 182 days actually. He would rotate them between Philadelphia, Pennsylvania and Mount Vernon, Virginia; resetting the six month clock. Thanks, I was spreading misinformation, unintentionally.
