Yes, it is passive aggressive.
“Why don’t people…?”
You’re trying to attack your grievance, I.e. people not using archive links, but rather than just advocating directly for your grievance, you’re indirectly (passively) posing your grievance as a question ostensibly at no one in particular.
I didn’t much care for the condescending tone of “Very good, you got other sources… Now lemme archive 'em” either, which further contributes to the passive aggressive feel of the comment.
Posing a point directly doesn’t have to be mean or rude either. You could just as well have said:
“@Palacegalleryratio, please can you alter your link to an archive one? So we don’t drive traffic to reactionary sites. I’ve got a link for you to use here!”
It’s direct, polite and helpful - and it’s basically what you did but it wouldn’t have rubbed me up the wrong way, on what was an entirely reasonable request I was only too happy to action.
I apologize. I guess I got too accustomed with that behavior…
