I think what the article is implying, is that it was targeted by mistake. That elementary school used to be a part of the military base right next door. Whoever hit it, may have been using old intelligence to determine targets. So far though, neither the US nor Israel is admitting to anything.

There have also been reports out earlier today, that Israel may be using unassisted AI to select targets. If this is true, then it makes sense that they got their intelligence wrong. AI isn’t known for getting things right.
