A lot of the purpose of corporate regulations is preventing corporations from really excessively offloading costs on to the community, e.g. not wanting to pay for proper waste disposal and just letting the folks downriver handle it. This sort of reminds me of that, offloading costs for disaster preparation/response by having Mexico expend its own resources to compensate for failures of what remains of the US systems. It’s parasitism.
