Technically, they do pay royalties to the Venezuelan gov’t. A lucrative deal will be to not pay any royalties at all which mean a full privatization. However, if one looks at the current extorted deal, the only thing that the USA truly won is to decide who can sell the Venezuelan oil. Basically, a control of the exports.
What this gusano actually worries is that Venezuela sells their oil to other countries such as China which is what they did before the invasion and the current naval siege. If Venezuela does, it will render the kidnapping of Maduro and the whole “victory” narrative from Trump meaningless.
