The plane was on or just about on the runway by the time they cleared the truck. The runway wouldn’t have appeared clear because of the plane. The transponder may have helped atc visualize the conflict and definitely could have enabled automated alerts, but not because the runway otherwise appeared clear.

So the plane was cleared to land 2 minutes before the truck was cleared to cross and the truck entered the runway just about the same time as the touch down of the flight. I still don’t think the transponder would have made ATC operate differently on their own (because tower cleared them to land well before and ground cleared truck 1 to cross after the plane was over the runway threshold basically), but automated alerts could have still caught this. I guess the truck having a transponder could have alerted tower to call a go around, but idk if they would have noticed that.

ATC was recorded saying “STOP! STOP! STOP! STOP!” to the truck driver.
ATC was understaffed and talking on multiple frequencies.
This was all predicted to happen when BigBalls was in his prime.
