A new report shows consumer debt cases have surged in Massachusetts. Legislation to reduce the interest rate companies can charge when they win have so far failed.

Most of it are junk debt collectors preying on people’s ignorance and lack of ability to pay or find lawyers to represent them. A lot of these are bough en masse and do not have proper paperwork or proof. However because they prey on ignorance, troubled, distressed, disabled, elderly, dead they get a lot of summary judgements due to lack of responding or defense.
