In Texas, any place with >= 51% sales by alcohol bans firearms (if you ever see a 49 or 51 sign on a wall, that’s what those are referring to). Also, shooting at bars with crowded patios across the street seems like a bad idea. (edit: especially people on both sides at something in the middle and also moving and all of this whilst intoxicated)

The cops were there and neutralized the shooter in 57 seconds. I doubt an untrained civilian without situational awareness could have done better.
