I’m wondering what kind of world power he has in mind. I can’t think of a single one that is not currently ruled by a crazy authoritarian dictator.

Problem with that is that Europe is not united, some countries lean towards Russia and others towards America and how can you build anything stable and powerful if the foundations are cracked.
