The legal ones to sniff out the pedos who mainly hang with the barley legal looking girls , who then get invited to the illegal ones. It also creates a nice smoke screen for the illegal parties. Who knows who was in on the illegal parties? Well, the FBI because they have the video evidence, but everyone else can just pretend that they knew nothing about the other kind of party
