It’s not really teaching Boys to Scout, it’s a program that is Scouting for Boys who are likely to do well in situations similar to the military, albeit a less modern one than exists today.
If deployed in significant numbers those skills are almost as useful in a modern military as a century or two before. An Ukrainian or the Russian soldier didn’t need those skills in the barracks or having guard shifts in well supplied garrisons, but it is sure nice to know now.
