He probably still is, in my opinion. I suspect that one of his many Wormtongues whispers into his ear the next step of the plan, he remains cognizant of it long enough to sign an EO and make a Truth Social post about it, then it promptly leaves his befuddled mind to make room for more about how awesome he is. The only reason he keeps harping on a subject is because someone with working faculties is telling him about it repeatedly.

True enough, but the ghost fleets of oil tankers and ocean fishing vessels are a real problem as well. I would say that I find it unlikely that this administration would go out of their way to do the paperwork for possibly legal targets when they’ve been so ruthlessly attacking non-legit targets, but the stakes are also higher with the monetary value of the oil.
According to the NY Times the tanker in question is flying under a flag where it is not registered, and is linked to smuggling Iranian oil.
I think the crux of the issue is that positive change is slow, but negative change can sweep through and more than remove those gains at what seems to be a moment’s notice.

They were cut from the rolls after the Davidson County Election Commission sent letters to voters more than two years ago, that were returned as undeliverable.
People whose letters were returned were purged after they did not vote in two consecutive November elections.
That… doesn’t seem unreasonable to me? Don’t get me wrong, Republicans have been doing a lot to disenfranchise voters they don’t agree with. If the method of selection used is what they claim, I’m just not sure this is an example of that.
